Complete clamp and mounting hardware set for a vintage cruiser/roadster/Klunker chain guard. Comes in it's original stamped envelope. Quite possibly a Wald, (or something made to use on Schwinn bicycles) though I can't confirm this. Likely 1960's or 1970's vintage.
